Assam’s New Aadhaar Requirement: NRC Application Receipt Number Now Mandatory for New Applicants

In a bold move to strengthen identity verification in Assam, Chief Minister Himanta Biswa Sarma has announced that all new applicants for Aadhaar cards in the state must now submit their NRC Application Receipt Number (ARN). This decision, he stated, is a crucial step in Assam’s ongoing effort to curb the influx of illegal foreigners. “It will not be easy to get Aadhaar in Assam,” Sarma emphasized, pledging that the state government would enforce strict regulations in issuing this critical identity document.

Aadhaar Applications Exceed Population: A Red Flag

In a press conference in Guwahati, CM Sarma voiced concerns over the growing number of Aadhaar applications, which, alarmingly, surpasses the state’s population. “The number of applications for Aadhaar cards is more than the population,” he explained, highlighting the urgent need for enhanced verification measures. This new requirement aims to address the presence of “doubtful citizens” and ensure that only legitimate residents gain access to an Aadhaar card in Assam.

Exceptions to the New Rule

However, this rule won’t apply to the 9.55 lakh individuals whose biometrics were locked during the National Register of Citizens (NRC) process. For these individuals, the state government has assured that they will still receive their Aadhaar cards without the additional NRC application receipt requirement.

Expedited Identification of Illegal Foreigners

Chief Minister Sarma also emphasized the state’s renewed commitment to identifying illegal foreigners, with the Assam Police Border Organization leading efforts on this front. “In the last two months, many Bangladeshis have been caught and handed over to the authorities of the neighboring country,” Sarma stated. According to government data, 54 intruders have been apprehended since January 2024, with 48 in Karimganj district, 4 in Bongaigaon, and one each in Haflong GRP and Dhubri.

Assam’s Intensified Vigilance on Border Security

The decision to link Aadhaar applications with NRC verification underscores Assam’s dedication to protecting its borders and ensuring that only verified residents benefit from the essential services linked to Aadhaar. This policy marks a profound shift in the state’s approach to identity verification, emphasizing that security and responsibility to citizens come first.

As Assam takes this firm stance, the new Aadhaar rule sends a powerful message of vigilance and determination to uphold the integrity of its borders and identity.
